Alternatively, you could just create a number of players with lower skills and play in an existing engine (Madden, etc)...

The high school game isn't fundamentally different IMO, but the plays are dialed back significantly owing to the skills and maturity of the kids who are playing. You'll naturally (for example) have a higher level of success with running plays at the high school level than passing players - generally speaking, anyway.

The rules vary quite a bit between regions as well, so you'd need to pick a rule set and go with that.

Yeah, I've tried that. Even if you set kicking and passing to the lowest level, they still kick and throw way too far. They still don't fumble and block kicks nearly enough. Even with a play editor, you still can't make the multiple toss/handoff and throw plays that you see a lot in high school. If you go to a high school game, especially if both teams are really bad, you'll find out in a hurry that it is really quite different. Besides, it's really tedious to set up even two teams like that. Even then, you don't get any kind of dynasty mode with recruiting and graduation, and all that.
At the end of the day, if no one here knows of an existing game like it, then that answers my original question. But I've seen other football and gaming forums where this has been suggested. So, if anyone here finds out about such a game, or knows a game designer who would make such a game, let me know.

Try DEL Dolphinsim...the CCEL league, its a in-depth tactical game where you control every play in every game with your game plans. You also do the GM part with inviting/recruiting, give scholarships, redshirts and trying to plan 2-3 seasons ahead. Its a great strategy/tactical game but nothing for the impatient adrenaline junkie. Its text based, detailed and has somewhat long learning curve...
