Furthermore, I believe there is a deadline for selecting the new players, and I believe that deadline expires when the competition begins, which it has already done.

This used to be the case, but the last few seasons I served as an NT coach, teams were able to call up players right up to the end and even after, as long as they had call-ups left. Now, I haven't been a NT coach in a few seasons and it is possible that has been changed again.

Most likely it is the bug LucaF mentioned. However, I've never known admins to reset this more than once an NT season, and never after the NT games have started. So it's more likely the current managers will just have to deal with the situation the remainder of the season.
