I don't understand this at all.
Why don't the admins just let them go to retirement and create new players for these BOOT teams. They don't really have to train the players, just to keep them at that level.
On the other hand, it does help some NT teams who don't have other options to select better players.

I don't think it's much of an issue, so I don't think anything needs to be fixed.
I do agree that it would be more realistic if old players would continue deteriorating after having their physicals reduced to 12. But (ass) if you are looking for realism then maybe this is not the game for you...
