Ok, if you were able to define it, how would you?

Also, which positions need it?

Well I'm not sure how this game defines it but I would say that in real life;

QB- need for drop back and settinfg to throw

RB- need for quickness out of thier stance and cutting

WR- route running and quickness off the line

O-line- holding their ground(leverage) when blocking and quickness to pull or get to second level

TE- same as WR and O-line

D-line- Quicks off the snap and for stunts

LB- reaction to run or pass

DB's- cover skills..keeping close to WR's and reaction to ball

K/P- who cares...they're not real football players.

I was mainly wondering if it would be wise to use for CB. Should be useful for them to keep up with WRs right?

I think what makes this hard to figure out is there is ambiguous names for skills. In real world football, footwork is useful for every position on the field (kickers and punters more than other positions maybe since their one job requires them to plant their foot and drive the football while keeping their balance). It may be a matter of ranking what are the things that are important to a specific position more than others. No way to know this for certain, it seems that nearly every position needs everything to some varying degree.

Going to get a group of CBs and train footwork, speed and agility. Footwork mainly and first.
