Well, thats not for me to decide.

I assume that the game engine would use the "Rush" option first, though.

However, I'm sure that most people wouldn't try and rush more than 5 yards on 4th down, so that's when the FG option comes into account?

Well, let's say.
It's 4th down, only 2 yards to go, and you said to rush if there are only 3 yards to go.
But at the same time, it's only 12 yards in total, and you said to try a field goal when the distance is less than 20 yards.
Both conditions are fulfilled.
What would happen?

They'd rush I believe.

Again, depends on the game engine doesn't it.
