Don't worry, a lot of people did the same as you did by upgrading the stand with 1000 seats

The other 3 parts should be upgraded first. As a rule you can use: always upgrade the stand that brings in the least amount of money.

And buy VIP boxes only, they bring in the most money. When you have all the VIP boxes, than buy Executive boxes and when you have all of those, than buy normal seats. (but this will take a while to build all the VIP and all the Executive).
