Yet likewise, if they were in division 10 with 6,000 fans, they wouldn't be allowed to build a stadium with 60,000 capacity. They'd have to grow gradually over a sustained period of years as the team's brand grew.

#3 - None of us are going to have a 60,000 stadium any time soon. On a serious note, I'm sure that this was just a random variable that was chosen. The Development Team on this site is a good one, and you should stand behind them!
