i think you could take current season to be the number, this is my sixth season, so beating me in the league will net you 600 points and visa versa. with this you wouldn't need the div. handicap as this should take care of the divisional discrepancies.
players competing and winning in a league of veteran established teams should have a higher ranking than for ecample, a div.5 team that's beating a league of 1st season players. no offence to the lower level, starting teams, but it shouldn't really be the same points system as such..
also, it would put into perspective the divisions from hell and highlight the talent therein, so a competitive div. of 5-7 teams that have been good and fighting amonst themselves for 3-5 seasons but have never escaped that division would get a position on the rankings reflective of how big their wins and positions are.

Yes not too complicated but surely the rankings must reflect that the teams in the top divisions must be at the top of the rankings as in the FIFA rankings in football. No disrespect to the 3rd, 4th, & 5th tier teams all of which may be very good teams & may well be able to hold their own in the TD, but countries like Russia, America, Rep of Ireland, Paraguay, etc are not above England, Argentina, etc in the rankings

That is why it is important it is fairly "simple" mathematical formula. I don't think it will ever be possible to ask one person to do more the top 3 divisions like MrC is doing at the moment.
